SALE OF BHARAT PARBOILED RICE

NOTIFICATION for uploading in the Kendriya Bhandar website

In compliance to the orders of issue price of Bharat Rice by F.C.I in the open market under OMSS (D) the following notification is hereby issued through the official website of Kendriya Bhandar.

Ref: Lr.No. 1-6/2022-PY (E-381888), Govt. of India, Ministry of Consumer Affairs, Food and Public distribution, Department of Food and Distribution Krishi Bhavan, New Delhi, dt:30.01.2024.

Kendirya Bhandar, the official Channel Partner of Dept. of Consumer Affairs, Govt of India, New Delhi for sale of Bharat Rice across the country invites Expression of Interest (EoI) from the interested millers/manufacturers / Sound Traders those who have own / leased mills (registered/unregistered) having owned/leased Rice Mill with running business from all over the Tamil nadu for sale of Bharat Parboiled Rice @ not more than GOI fixed MRP of Rs.29/- per Kilogram in packet form 10Kgs denominations.

Millers/manufacturers are requested to pay an amount of Rs. 5,000/- (Non-refundable) towards processing fee and a Security Deposit of Rs. 5,00,000/- (Refundable) in favour of Kendriya Bhandar.

The terms & conditions are as follows:

1.    The GOI issue price of Parboiled Rice is @ Rs. 18.59 per Kilogram.

2.    Kendriya Bhandar Margin @Rs.1.41/- per Kilogram.

3.    The GOI fixed MRP is Rs. 29/- per Kilogram in packet form of 10 Kgs only.

4.    Own Distribution Channel: The qualified miller/manufacturer / sound traders those who have their own / leased Mills engaged will utilize its own distribution channel for sale of Rice through mobile vans and fixed points of sale. A margin of Rs. 2.99 per Kg has been given to the empanelled miller/manufacturer inclusive in MRP of Rs. 29 for utilizing its distribution channel and this margin would be deducted from the empanelled miller / manufacturer / sound traders if sale is conducted through other channel of Kendriya Bhandar.

5.    Kendriya Bhandar may conduct sale of Parboiled Rice through other channel also, in such case, the empanelled miller may be asked to supply Parboiled Rice at the designated points of Kendriya Bhandar for sale, where the empanelled miller products will get Rs.26.01/- per Kg (Rs.29.00 – Rs.2.99).

6.    Agriculture Market Cess is applicable as per actual.

7.    The GST @ 5% as applicable under packaged goods provision is included in the MRP Rs. 29/-

8.    The miller/manufacturer / sound traders should have valid FSSAI license. In case if the FSSAI licence is not available with the miller/manufacturer/sound traders the FSSAI certificate should be submitted within 15 days from the date of empanelment.

9.    The allotment of rice shall be basing on the past performance & annual turnover of the millers/manufacturers/ sound traders.

10. The millers / manufacturers / sound traders shall place indents for rice of minimum quantity of 100 MTs and in multiplies of 100 MTs thereafter if required more.

11. The millers shall be allowed to lift the rice from the allotted warehouses/FCI godowns only on advance payment to be made in favour of Kendriya Bhandar and carry to their respective mills at their own arrangements for processing and packaging in the given denomination of 5 or 10 Kgs only with Government LOGO.

12. The design of LOGO & printing matter shall be provided by Kendriya Bhandar.

13. The GOI fixed out turn Ratio (OTR) shall be 80%.

14. The millers/manufacturers/ sound traders shall ensure sale of Bharat Parboiled Rice as per the OTR 80%.

15. The millers/manufacturers / sound Traders shall have distribution network in the state concerned and those details are to be furnished to Kendriya Bhandar invariably.

16. The miller/manufacturer/sound traders shall be allowed to undertake the sale of Bharat Rice through mobile vans or fixed place of retailers’ /wholesalers/ vendors/ hostels/ hotels/consumers from any point across the country.

17. Daily report on processing of rice shall be furnished to Kendriya Bhandar.

18. Daily sales of mobile van/fixed place of the area shall be submitted to KB.

19. The daily reporting system is mandatory for onward submission of information to the GOI.

20. There shouldn’t be any quality complaints from the consumers.  In case of any quality complaints received, the registration of the concerned miller/manufacturer / sound traders will be cancelled apart from forfeiture of Security Deposit and imposition of appropriate penal action as per the guidelines of GOI.

21. Kendriya Bhandar reserves the right to reject any EoI without citing any reason. The decision of the undersigned with regard to the finalization of location of mill will be arrived at based upon recommendation of the Committee consisting of officials of Kendriya Bhandar which shall be final and binding.

22. The Miller / Manufacturer / sound traders shall have to submit daily sales report with geo tagging photos of mobile vans, retail outlets, etc.

23. The miller / manufacturer / sound traders shall also submit bill copies raised to the retailers and GST returns for verification of 5% GST payment on packed rice sales

24. Under any circumstances, miller / manufacturer / sound traders shall not sell rice other than in 5 or 10 KG packets.
